Norman L. Carter is a Certified Public Accountant who has been employed with Pepco since 1981. He currently serves as the Principal Business Process Consultant for Pepco’s Process Management Initiative. Other positions held by him at Pepco include - Manager of Prince George’s County Affairs, Manager of Economic Development, and Division Manager of Economic Minority Business Development, Manager of Minority Business Development, and Senior Auditor.

Prior to joining Pepco, Norman held positions with Brown and Root, Inc. in Houston, Texas as a Senior Auditor, with Ernst & Young (CPA firm) in Pittsburgh, Pennsylvania as a Senior Auditor, and with Westinghouse Electric Corporation in Pittsburgh as an Internal Auditor.

He is a 1971 graduate of Indiana University of Pennsylvania, and earned a Masters of Business Administration, with a concentration in Marketing, from John Hopkins University in May 2000.

Currently, Norman serves on the Board of Directors of the American Red Cross of the National Capital Area, and Junior Achievement of Greater Washington. He is a member of the American Institute of Certified Public Accountants. He is one of the founders and past President of the Pittsburgh, Pennsylvania Chapter of the National Association of Black Accountants.

Norman served as President of the Utility Economic Development Association (UEDA) and Vice President of the Maryland Industrial Development Association (MIDAS). He served as President of the Board of Directors of the Prince George’s Chamber of Commerce for a term of one year (1999-2000). He is a former member of the Board of Directors of the Downtown Business Improvement District (DBID), the Prince George’s Economic Development Corporation, and the Fort Washington Hospital.
